Define cheap. It looked like a bunch of plastic plugs tied together. Then was washed away, so it wasn't very stable. Maybe Memphis should look towards not only quality solutions, but also quality politicians.

the 2011 Mississippi flood (the largest in almost a century) caused massive flooding and put a lot of trash in mckellar lake.

It might grab the empty plastic grocery bags, the fast food trash and beer cans as stuff, but do you any idea how much schit (literally) can leech out of stuff like that if it's simply "contained" downstream and fished out with a backhoe or whatever? Run off and non-point pollution are two of the hugest (is that a word?) pollution problems out there. Just corralling it all up and out of sight out of mind is not addressing the real issue in the least.

This is a band-aid approach and very environmentally unfriendly to say the least. all the bad schit is still left in the water. Hell, read your own article.
