They cannot get insurance without a drivers license. Therefore, it is more practical to give them drivers licenses so that they won't be uninsured.

Why? Because you have something to gain from illegal immigration.

Here it is: There are already illegal immigrants here. As far as the state is concerned, they can't do anything about it. What they can do is try to protect their citizens, which the license will do for a time. It won't make illegals better drivers but they will NEED insurance to get that license and to keep it valid.

I want to protect the borders and enforce the laws, but just sitting there waiting for the feds to do something that they've never done isn't practical. The licenses could protect the monetary well being of the state's citizens.
