Considering this season CUSA has five guaranteed bowl spots and 14 possible teams to go bowling I am not surprised at this unimaginative pick.
With the Sun Belt having only 8 possible bowl teams and three guaranteed bowls for this season I am again not surprised by Phil Steele picking only three Sun Belt teams to go bowling. I still think 4 Belt teams go bowling this year but we will just have to wait until toe meets leather to find out!

Preseason bowl picks are a complete waste.
Some years conferences can't fill their slots, sometimes they have a surplus. SBC may repeat last years eligible numbers or we may have 2 great performances and everyone else beating each other up. Same for CUSA.
It will be a few seasons before we really get a sense of trends.

Way too many variables to predict. The Fun Belt is particularly hard to predict.

I just see two strong teams (stAte & the Cajuns), with 3 maybe 4 teams that should be good (Troy, USA, ULM, and MAYBE Texas State).
Given the number of bowls, the number of bowl eligible teams, I can't see anything less than 4 being realistic.

Troy is likely a 6-6 or 7-5 team that may or may not catch a break in the at-large pool...
