I’d be curious to see what this “letter” specifically says. Without knowing, it’s difficult to say if Israel will agree to sign it or not. But, letter or no letter, Israel is not going to stop until Hamas’ ability to strike at Israel civilians is eliminated. If Biden has a problem with that, well that is Biden’s problem.
