I think they are. The Big Ten really was disappointing this past basketball season - with the exception of Michigan State.
I remember at the very beginning of the season, Indiana was ranked 5th in the nation during the Maui Invitational...and did very well might I add.
But as I recall a MAC team ended up going to the championship game....having beaten I think Kansas and another big-namer.

I would give a conference 2-3 years of being down before I called them over-rated. Every conference has 1-2 years of being "down", it's just a question of whether they can bounce back. I don't believe the Big 10 has GREAT athletics compared to others but it isn't bad by any means
