Help me out if there is a deadline for a player to decide to opt-out or transfer.

With the expanded playoffs next year, the committee will need to take into consideration players that are opting-out due the NFL draft status or transfer to another school.

I'm sure most players will stay on for playoffs, but I think there will be some that will opt-out due to the NFL draft considerations.
players aren't going to opt out for NFL draft if they're in the playoffs. Playoffs mean something. Not like non CFP games which are compettive exhibition games.
I believe some will to protect their draft status and potential $$ they will lose out if they get injured with additional games now added.

Georgia had a number of playoffs declare for the draft since their last game on December 30.
A few will opt out, but no more than do now in the two semi-final games. It's pretty similar in the NCAA basketball tournament, very few only the very top of the draft class even think about sitting out. You can help your stock for most players more than hurt it by playing.

For the other Bowl games, you'd have to give bonuses for them to consider sticking around, as they are mostly exhibitions, with coaches often using them as a chance to look at next year's players rather than this year's where they can. The 6 higher paying non-NY6 are equivalent to the NIT which has a lot of opt-outs.

The window for entering the transfer portal is December 4 to January 2, 2024, but there is an extension for CFP teams. I don't know how much extra time they will get.

Texas had 9 players who entered the portal. Four signed with North Texas (2), San Jose State, and UNLV, from which we can infer that they were not starters. Four have not committed.

Maalik Murphy who started two games at QB when Quinn Ewers was hurt has transferred to Duke. He faced an uncertain future behind Ewers and Arch Manning at Texas. He indicated he had to enter the portal earlier than later, to avoid being left out. Duke had lost their QB to Notre Dame, so Murphy goes into Duke as the clear favorite to start.

Entering the portal does not mean you have to leave, and it doesn't mean you can't play for your current team. The current team has to enter a player into the portal - they can't prevent it from happening. I assume they can try to dissuade some players. Others they may have a frank discussion about riding the pines for the next four years. If the player does leave, it is a scholarship opening.

When a player enters the portal it can be seen by other NCAA teams, but the player is free to make a public announcement.

If you enter the portal, you need to have significant incentive to play. It's like when you give your boss your two-week notice. Neither you nor they will want you to take on a new challenging task. For you to do it you would likely need a bonus. Same for the players, who are risking injury playing for a coach who sees you now as completely expendable.

As for the Texas opt-out portal players, likely almost all were backups or being pushed out as starters anyway with no clear spot on the team next year, as indicated by 4 of the 9 settling on moving down to G5 schools, and that QB situation you mentioned. In the pre-portal days these guys simply were not listed as opt-outs, just not rostered for the game. It doesn't seem like Texas suffered any significant losses. And that's what I would expect for a CFP school.

I don't think any withholding of NIL or other money would pass legal muster. Labor relations would kill you for trying. You want transfers to play in postseason, you are going to have to give them bonuses.
The only people who will opt out are backups, which obviously can impact depth but won't matter to the committee.

I'd like to see a deadline but realistically it's unenforceable. For instance, Harrison opting out of the Cotton day of (or maybe day before?) seemed shabby to me but how are you going to force a guy to play if he wakes up that day and refuses to do so?

Texas and Alabama players had an extension from January 2 to January 6. Alabama had 9 players enter the portal last week. Texas had 5 or so. Presumably all these players were at least on the sideline
