In the 80s Memphians began to notice an increase in crimes that were out of the ordinary. It raised a concern that gangs were infiltrating the area. City leaders including the Police Chief held press conferences reassuring that Memphis did not have a gang problem. By the end of the decade, with crime out of control, those city leaders finally admitted that Memphis did indeed have a gang problem.
We saw it coming. We recognized it and sounded the alarm. Only to be shut down by people in positions of political power.
In the 90s and 00s Memphis jumped on the Section 8 Voucher program. Housing projects that were concentrated in certain parts of town were torn down and replaced with fancy new developments (gentrification). The residents were distributed across all areas of town.
The unexpected consequence (by some) of that program is that crime was also distributed across all areas of town.
So in this new century we've seen crime spread all over the map.
But now, over the last couple of years we've seen a DRAMATIC increase in crime that is as disturbing as the trends in the 80s and in the 90s/00s.
The Poplar corridor between East Memphis and Germantown, both upper-middle and upper class areas, has seen car thefts and car jackings become routine. Heck, just 2 nights ago my daughter-in-law's sister's car was stolen. The Kroger at Poplar & Kirby (map) is a hotbed of car jackings and car thefts.
On 12/27 an attempted car theft resulted in a shooting in this well-to-do area:

Three days later on 12/30 there was an attempted kidnapping in Germantown along this same Poplar corridor:

Four days later on 1/3 a bit farther east in Collierville, but still along the same Poplar corridor, there was a police shooting after a suspect drove toward an officer:

All 3 of these incidents happened within a 7 day span.
The following crime did not happen along that corridor, but what happened to the criminal is telling.
On Dec 21 Gary Taylor shot and killed Markeith Taylor. He was arrested on 12/29 and charged with First Degree Murder. Note the Bond section in the pic below.
Yep. Memphis Gang Member Accused of Murder Set Free Without Bail
Officials are now saying he was released without bail by mistake. This may be true or it may be an excuse. His release raised a massive stink locally. As a judge how do you see a first degree murder charge in front of you and you casually go along with zero bail?

The Shelby County Pretrial Services Bail Setting Form showed no bail for Taylor, the zero bond issued by judicial commissioner Robert Barber.
