What does this mean? Putin and his second most powerful army has decided to shoot missiles into Ukraine without explosives. I'm guessing the idea is to create numbers and limit missiles shot down... But they do that why? Is Putin running out of loaded missiles...

Inert munitions are frequently used in urban combat. In Iraq US combat air controllers have called for blue (concrete) JDAM 500 pound bombs to simply flatten structures with kinetic energy without collateral damage.

Cruise missiles seem too costly for that strategy, but if they have an excess firing inert cruise missiles at power distribution and communication infrastructure would work. The ex-nuclear cruise missiles may be the most precision munition Russia has to throw at the task.
