Given the rather scathing findings in the investigation by Sally Yates, I expect the NWSL to force the sale of the Portland Thorns, Chicago Red Stars, and Racing Louisville.
Portland seems the least likely to relocate, simply because fans have been so consistently engaged with the Thorns, as well as the Timbers of MLS. Unless if Allegiant Stadium is ready to go as a soccer venue this March, I think Portland stays put even after being sold. So far MLS hasn't really done anything with Portland's front office, even though a lot of the same individuals are named in the allegations.
Chicago should be able to stay put, but it will depend on who the buyer is. The team has historically not drawn well even when winning, and plays at SeatGeek stadium in Bridgeview, far from the city center. I could see Nashville, Cincinnati, and Columbus all possibly sneaking in here as they have new stadiums, and outstanding attendance for their men's sides. I'm sure CBS would like to keep the team in Chicago as well.
Racing Louisville is probably in the greatest danger of moving. Attendance is strong by NWSL standards, but the TV market is relatively small. The list of high net worth individuals with ties to the area is also faulty short, and some of them definitely are out given the circumstances (i.e. John Schnatter). Relocation will likely be certain if the USL forces the sale of Louisville City as well.
