Six years ago yesterday The Gov signed off on an independent governance board freeing The University of Memphis from being marginalized by policies built for Community Colleges, Technical Institutes and non Research rated Universities.

It turned our future from a two-lane country road into a major interstate highway!

Unfortunately the BOR change while good, has NO ability to plan or implement any construction activities. Such activities are fully controlled by the TN Higher Education Commission (THEC) which is essentially a political body appointed by the Governor. And our university has had no appointees & has little influence or standing withTHEC members on this commission. That said, neither our university presidents or our "independent" BOR has ever advocated for OC sports facilities for MBB or FB.

Anything associated with facilities construction is solely controlled by the THEC. Our having a BOR has no affect on any construction plans or construction approvals or financing of construction. Such activities are solely under the purview of the THEC. Our BOR has no authority to finance anything. They can advocate & solicit private funding but even that has to be coordinated thru THEC.

So somebody attacks my and others fandom for having a difference of opinion ---I respond to said poster by saying "you can't be serious"---then you attack me . Makes sense . I apologize for my shortcomings and for having a negative impact on your experience on our beloved site. I have always enjoyed your posts -because you are one of the E. F. Huttons of the board ---people wait with great anticipation for your next post .

Don't think that is unilaterally true. According to the THEC charter, the THEC has full authority & control of all higher education construction & its financing. That seemed to play out relative to the FB indoor practice facility where construction could not start until total financing was inplace & approved - as determined & authorized by THEC. And no state universities have the authority or power to incur debt. The state and municipalities can incur debt not state institutions. State institutions (like our university) fall under the state umbrella for debt. So it's the state that incurs debt. Likewise municipalities, like the city of Memphis or county gov can occur debt. The only way universities get around that is to incorporate associations or corporations of their donors that can take on debt on behalf of the institutions they support.
