He does have a NC and can recruit. :-)
Nope. He was too close to the Title IX stuff at LSU to be a fit at Rice.
Not a chance our administration would take a flier on the guy who just:

1. Tried to cover up criminal allegations against players

2. Which were Title IX mandatory reports that he did not report

And if you want direct sports conduct:

3. Allowed his (not employed by the university) girlfriends to come to practice

4. And let their kids participate in drills.

Any one of these points undermines the notion that he should be a head coach anywhere. That man is going to land somewhere rehabilitative for a year or two, maybe as an analyst for Saban or something, and then spend a few years coordinating. He won't be a head coach again until at least 2026.

I can't see Coach O being a head coach again anywhere. He'll be 61 next summer and I'd expect him to spend his last 5-10 years coaching as a defensive line coach in the SEC.
