Can the degraded power grid (thanks to closure of many coal fired power plants) handle millions of electric vehicles plugging into the power grid?

Japan has said they will not convert to all electric primarily because the electrical demand would increase their CO2 output. They burn coal and fossil fuel for energy production.

I would demand that the state give me a document assuring that they guarantee 100% of the electric I use to charge my vehicle comes from renewable energy or I don’t have to pay state or property taxes until it does.
