Does anyone agree that neutral site games are a way for the ACC to make money with CBS or NBC?

The ACC could soak up week zero and play them on Sunday night. Prior to NFL season.
Yep!
I know this thread was with football in mind, so I don't want to derail it. However, if this could be discussed in parallel, I was thinking about a new ACC versus PAC-12 basketball challenge. I'm assuming that any game that is designated as a home game for an ACC school would belong to Disney/ESPN. However, what if half of the teams got together over a few days at a neutral site location on the West Coast and the other half got together at a neutral site location on the East Coast. Could something like that be shopped out to other networks or streaming platforms outside of the current contract with Disney?

Probably. If neutral site basketball games are not part of either conference network deals then sure but I don't know if they are or not.

Football games are generally owned by whoever is putting on the neutral site games. ESPN usually picks them up any way but it is a way to get ESPN to re-pay for content they bought as conference home games.
The devil is in the details. Neutral site game where? Against who? When?

So get the Big Ten to host them all with a contract that says they agree to split the TV money for those games with the "visiting" team...
NC State, Syracuse, VT, UVa, Louisville, against PSU, or Ohio State in DC
NC State, UNC, Clemson, VT, Wake Forest against Nebraska, Michigan, PSU, Ohio State in Charlotte
Clemson, UNC, FSU, GT, Louisville against Nebraska, Michigan, PSU, OSU, Wisky in Atlanta
Miami, FSU, Clemson, against USC, UCLA, Washington, Michigan, PSU, OSU, in Orlando
ND, Syracuse, BC, Louisville, against Penn State, Ohio State, Nebraska in Meadowlands
NC State, Louisville, Clemson, Miami, FSU, UNC, VT, ND, against USC, UCLA, Arizona State, Cal, Stanford, Utah, Arizona Oregon , Washington State,

P12 are most likely to be interested in a trip to Orlando - that's my guess.
ACC schools will have the easiest time getting in and out of Las Vegas going west.

The two Sunday nights before NFL starts are key. Labor Day Monday night is key.

The trick is to know which fan bases are not going to travel to a certain place at a certain time of the year. NC State folks will never go to Atlanta again for a Friday afternoon game on the Labor Day weekend. They will travel to a Saturday afternoon game in DC. This is because those that will go also tend to have beach and lake houses and they are tired of sitting in the 105 degree heat and fighting traffic. There has to be a "treat" aspect to it for some. There also need to be recruits and or exposure that matters.

No one is going to Atlanta in late August or early September to watch NC State play Indiana.
Every year the ACC should have two games in DC.
Every year the ACC should have one game in Las Vegas.
Every year the ACC should have two games in Orlando.

Maybe 2 on week zero, and one each the next two weeks.

We also need to arrange something for the third week of October. NC State can never be home that week because of the NC State Fair. Wake Forest has almost the same problem the week before due to the Dixie Classic Fair in Winston-Salem.

The games need to have some "hook' based on past bowl games, athletic footwear, shared staffs, shared mascots, etc. etc.

NC State and PSU - played between 1967 and 1982 - PSU cost NC State a shot at the national title in 1967.
UNC and Oregon - Nike battle
Clemson and Ohio State - perhaps the best intersectional rivalry today going back to Woody Hayes and Charlie Bauman
FSU - Nebraska - Both had glory years in the 80;s and 90;s
Louisville and Ohio State, Cardinals will drive to the end of the earth for that
USC and Miami see FSU and Nebraska
UCLA and GT, etc, etc.

Because we are stuck in the Atlantic, we no longer appear in DC/Northern Va/MD it's a big recruiting blow. We appear in Atlanta just one every six years. Trips to NY, Mass, and Kentucky don't help us.

These are great ideas! I would add Cincinnati, Indianapolis, Chicago, San Diego, and possibly Houston as neutral sites.
