Realign FBS with the following rules:

1) 9-16 teams conference
2) Conference covers 4-6 contiguous states
3) States with multiple schools can cover a maximum of 2 conferences
4) No demotion to FCS
5) All civilian students in a conference
B1G stays the same
SEC stays the same
ACC stays the same
Pac-12 stays the same
Big 12 stays the same
AAC stays the same
MWC stays the same
MAC stays the same
SBC stays the same
C-USA needs a split, but stuck as is.

Every conference 9-16 teams. How'd I do?

Most conferences are >6 states or non-contiguous. Poor Hawaii.
OH, NC, FL, TX, TN, KY, NY, PA, IN, and likely others have 2+ conferences.
OP wasn't too restrictive though.

TBH: this rule was the one I was LEAST wedded to.
Actually only West Virginia is non-contiguous with it's current conference. Hawaii is football only, but allowed anyway.

Note, if Notre Dame exercised it's agreement to be a full member of the ACC, they would also be contiguous, as Indiana borders Kentucky, which borders Virginia and thus the rest of the ACC.

So it's just West Virginia. So why bother, they made their own bed, let them lay in it. It's not like they are not getting a good paycheck for it.

The American has a bit of a break, as they have no schools in Kentucky, Georgia, South Carolina, Alabama, Mississippi and Virginia, which puts Temple, Cincy and Navy technically on an Island, ditto UCF and South Florida. But again the premise of the American is the best of the non P5. So geography is very secondary.

Your exercise requires West Virginia accept a lower conference or the successful P5 conferences accept them. No motivation there. It also requires the American accept an unacceptable school like UAB and Old Dominion to close the gaps. But state gaps are a joke when you consider ECU and Memphis technically fulfill the need, but Alabama to LSU doesn't.

This has 6 states: Tennessee, Georgia, Florida, Alabama, Mississippi and Louisiana

The New Big 12:
Texas, Tech, Baylor, TCU, Texas A&M, OK, OK St.
Iowa, Iowa St, Kansas, Kansas State, Utah, BYU, and Minnesota
This has six states: Texas, OK, Iowa, Kansas, Utah, and Minnesota

The New Big 10:
Ohio State, Michigan, Michigan State, Penn St, Pitt, Notre Dame, Indiana, Purdue, Illinois, Northwestern, Wisconsin
This has 6 states: Ohio, Michigan, Pennsylvania, Indiana, Illinois, and Wisconsin

The New PAC:
Cal, Stanford, UCLA, USC, Oregon, Oregon State, Washington, Washington State, Arizona, Arizona St.
This has four states: California, Oregon, Washington, and Arizona

The New ACC:
UNC, Duke, NC State, Wake, Virginia, VT, KY, Louisville, Clemson, South Carolina, Arkansas, Missouri
This has 6 states: North Carolina, South Carolina, KY, Ark, Missouri, and Virginia

The New Big East:
Boston College, UMass, Syracuse, Buffalo and Army, Temple, West Virginia and Marshall, Rutgers, Maryland and Navy
This has 6 states: Mass, New York, New Jersey, Penn (-the second conference), West Virginia, and Maryland

The New Sun Belt:
FIU, FAU, UCF, USF (casualties of the two conference rule), UAB, Troy, South Alabama, Southern Miss, Georgia Southern, Georgia St, Western KY, ODU
Six states, each of which are the second conference: Florida, Alabama, Mississippi, Georgia, KY, and Virginia

The New Conference USA:
Tulane, LT, L-M, L-L, Ark State, Memphis, MTSU, Charlotte, Coastal Carolina, App State, ECU
Five states: Louisiana, Arkansas, TN, North Carolina, South Carolina

The New MAC:
Kent, Akron, Bowling Green, Miami, Ohio, Cincy, Toledo, Western Mich, Central Mich, Eastern Mich, Ball St, North Ill.
Four States: Ohio, Michigan, Indiana, Illinois

The New WAC:
Nebraska, Colorado, Colorado State, Air Force, New Mexico, New Mexico State, Tulsa

The New MWC:

Quick note: The 2 conference per state thing becomes very problematic quick, think TN/Vandy to Memphis to MTSU. Or Florida State/Miami/Florida to UCF/USF to FAU/FIU, or Texas/A&M, et al to Houston, SMU, to Texas State, there are many states with three tiers.

The MWC was left with 8 schools in my first go around, because I kept Wyoming with its Colorado St/Air Force rivals. That WAC conference is rough, with Nebraska and Colorado at the top, Colorado State and the actual MWC schools being decent, and then even New Mexico and Tulsa being okay-ish, but I had to place the Texas schools somewhere.
Move Nebraska to the Big 12 and I'm all for it! :). Did you find homes for all the indies?

I take this to mean that of all 130 FBS schools, only the 3 academies can be FBS independent?

Nebraska to the Big 12 was my original set up, but it left Minnesota on an island.

I did find a home for all the indies, but I left UConn off, since they're football isn't FBS anymore.
