Does announcing cyber attacks make any sense whatsoever?

The funny part is, Russia has been preparing for this for ages because the US keeps bothering them. They tried to shut them out of the visa/MasterCard system so they could not process electronic payments, so they developed a system that will work internally, and is not subject to outside interference. Its the Mir card, and they switched nearly everyone in Russia over to it very quickly.

Countries try to knock them off the internet by controlling the routing of information going in and out of Russia, so Russia has been taking major steps to make sure their internet can function internally without all data being routed thru foreign choke points.

The US bans companies from selling things to them, they simply buy them from China or others.

By constantly threatening them over every minor dust up, they have become quite a resilient country, and much, much harder to influence in the future.

US foreign "policy" failed us all again. Wasting every advantage we have.
Doesnt Russia always deny any cyber attacks? Now we are going to announce to the world we are about to start cyber attacking a country?
Nothing is dumber than announcing your attack. SMH.
It's almost as if they want the world to know that we are leaderless.

Unless it's part of a larger strategy. Announcing a plan can often allow you to see who and what responds, especially if you have someone on the inside.

What was announced? A British paper is reporting they heard something. The closest thing I can find to the Biden administration announcing anything in that article is this:

Particularity when the entire point is actually to serve Chinese interests.

The last thing China wants is America, Russia and India working together to push back againt their global agenda.

Biden has pocketed millions from the Chinese government for this very purpose, just as many in congress have.
