I would like to point out that every conference except for C-USA and the Mountain West has at least TWO teams among the top 26 (the Mountain West has 1). But, our garbage league doesn't have a team in the top 50.

But if everyone had played a full season you wouldn't expect to see multiple Sun Belt or MAC teams would you? The normal OOC results for both of those conferences would have devalued the conference games and the leaders in each might have suffered additional defeats?

Coastal Carolina and to a lesser degree Louisiana appear to be 'outliers' this year.
Coastal beat Appy State, Louisiana , and BYU.
Louisiana beat Iowa State.
Without the OOC wins over Iowa State, who came good as the season progressed, and BYU, the Sun Belt conference rating would surely fall below 8th.
Ball State and Buffalo didn't have an OOC opponent with a conference rating of 10th. Two top 25 teams from the 10th rated conference is surely a statistical anomaly.

But there is reason enough that most rate C-USA the worst FBS conference at 11.

CUSA is godawful and we can't post a winning record against it?

How bad is our program at this point?
If NCAA Football were like the EPL, the entirety of C-USA would be relegated from FBS to FCS.
