Here is how I would go:

1. App. They stay #1 until someone knocks them off.
2. Coastal. Having a dream season so far.
3. Louisiana. Solid #3.

Then a gap with Troy, Ark St, GaSouthern, GaState and South Alabama in this group.

I would rank it this way
4. Ark St
5. GaState
6. Troy
7. Ga Southern
8. South Alabama

Then
9. Texas St
10. ULM

Here is the thing, App has been knocked off this season. so give me Coastal #1, App st. #2 and everything else you posted stays the same.

Is it safe to assume that according to this list Troy should beat GSU, Louisiana should beat Coastal, and #28 App should beat #35 Marshall? Is it still using data from last year?

It is safe to assume that SP+ generally does well ATS, so it is thereby useful as a solid indicator of relative strength . . . dipshit
This year it is hard to predict winners. Most teams have some glaring issues.

We are seeing the value of spring practice.

Troy was favored by 2.5
ULL was favored by 9.5
APP was favored by 6

It was safe to assume that at different probabilites that all 3 should have won . . . but there are ranges of outcomes . . .

The Cajuns should have beat Coastal. Terrible defensive game plan and no adjustments on the defensive side of the ball for the Cajuns.

Coulda, woulda, shoulda. At the end of the day they beat us. Placing us 3rd is fair, maybe even generous. We’ve yet to play a complete game. That’s good and bad. We know the potential is there, but we’re failing to realize it. I see lots of close games from here on out regardless who we play.

I agree, we have won 4 games in spite of ourselves.
1) App

2a) Coastal
2b) ULL

3) Arky
4) GSU
5) Troy
6) GS
7) South Alabama
8) Texas State
9) ULM

I do not believe App will have any trouble with CCU. I also think if App played Marshall again tomorrow, App would win.
CCU will provide App with trouble. Their defense is improved and their offense is dynamic. App looked great against Ark St. because they don't have a running game (and Blake resorted to trick plays unnecessarily at times). CCU type offenses have proven to give App (and everyone) trouble.

CCU is probably the best team on our schedule after watching them and Marshall play a couple times this year, ULL is probably second. I think CCU has the best coach of the three.

I would say credit the other team for their success, not what we should have done. The biggest item from that game was the interception/short field. You lost the turnover battle, you lost the game.

I could also argue that so far the Cajuns have to best two OOC wins on the season.
I wouldn't judge the Coastal offense by this weekend's game v. GS. While Peyton did an admirable job, he's not the dynamic QB that has led this team all year. The Coastal defense is also much improved. There is simply no basis in which to make the claim that App won't have trouble with Coastal.

I think we were all relieved at our performance against StAte but we can't judge how we will play going forward off that one game.

Really not that hard to rank, CCU and App have been consistent and even won with a backup QB. The only question left is USA better than GS at this point. GS is the favorite going in. 5.5 at time of post but money headed towards USA. I think our coach is on the verge of losing the team as last year's troubles are only worsening this year.
1) CCU - Most consistant team so far and they are currently Top 25 ranked.
2a) App - Finally looked like the App team I expected this week, hope the trend continues.
2b) UL - Cajuns still in the mix, as good a personel as anyone, should win the West.
4) ArkSt - Tackle even a little bit and stop with the trick plays; capable of scoring in bunches with those WR's.
5) GSU - Capable of beating any Belt team, fun to watch.
6) Troy - A little inconsistant, but they have great helmets and cool little airplane.
7) GS - Can't figure out what offense they are trying to run; Werts/Kennedy/King being wasted at times.
8) South Alabama - Just consistantly inconsistant.
9) Texas State - Record should be better; a dangerous team at times.
10) ULM - Someone has to be here.

Yep! App "should" have beaten Marshall too, but we didn't. Unfortunately, there are no mulligans in football. The number of unforced errors in that game was ridiculous. It was a very "un-App-like" performance, but that's how it goes. Fortunately, Marshall is proving to actually be a good team, so the loss (although painful) doesn't kill our chances at a solid season. It just removes any future margin for error.
