We have a good market and good fans. UT apparel around the city is way up. Make the games more fun and something to remember obviously. But targeting OSU ticket holders and maze and blue colored houses is indeed pointless. IMO I don't even know how you would target them? Do gameday trade ins for OSU tix for Toledo ones?
Basically... Target the ones we can target. Get more fans in the stadium... EVEN for CHEAP.... Then wow them so they come back. The venue and product should do most of that.
Public perception of the football program goes a long way IMO. Losing their last 3 bowl games, two they had no business losing and one flat out embarrassment did not garner much respect in the post season...People say - “ Same old Toledo, choke in the big games “.

Also spotting EMU 28 points and losing at the last minute, the second half collapse against UB surely did not help the cause last year... I could go on and on... Sure we have a storied history, but a lot of the Joe Blow casual fan around metro Toledo will say - “ What have you done lately “
Time for the Rockets to regain some of that lost respect, along with improving the fan experience (as was mentioned by Indiana Sniff) things will eventually shakedown in a positive way for Toledo football...
A lot of what you point out could also apply to UM, but they are not losing fans. And even with those failures, UT football has been pretty successful and competitive over the last decade, and with national TV and players drafted into the NFL, gotten some high profile.
I agree about improving the game day experience for fans (which I mentioned earlier on a post), but I really do not think there is a huge untapped market of college football fans in the Toledo areas that UT via marketing and promotion would bring in to the Glass Bowl. During the last 20 years I have attended games where plenty of game day events and activities have been tried, yet average attendance really has not improved, and seasons where it has by a little is from the teams performance or like in the case of U Miami, an attractive opponent.
And I do think the university budget, and that allocated to Athletics - especially for marketing and promotion - really limits what can be done and monies to spend. And thats not an excuse, its is true reality, if you don't have the money to spend it limited what is even possible. Personally I think trying to chase down "missing" CFB fans is waste of time and money, has been tried and not been successful, but I do think improvements to seating, concessions, entertainment in the Glass Bowl during games would be a benefit to all that already attend.
