Discussion of ballot harvesting in various parts of the country. Its basically done everywhere but only legal in 16 states.

Should only be allowed in *very* limited circumstances (i.e. voter is disabled, and the person 'harvesting' should be limited to close, direct family).

I am sure progressives would disagree vehemently with that.
