So, that means Nevada and New Mexico can expect to get hammered as a result.
Only way to ever stop this is to quit treating the violators with kid gloves. Ban for life coaches, players and boosters who knowingly violate the rules on extra benefits. Then charge those who accept extra benefit with tax evasion. And those who offer extra benefit with conspiracy to violate tax laws.

Once you see a few players, coaches and boosters in arraignment court in orange jumpsuits then you will see a lot of this stuff stopped.
Pay the players, set a cap, and let universities trade players as they see fit. Signing with a school can be seen as a four year contract. If the school is not happy they can trade the player to another school. If the player is not happy then they can request a trade, and if a player is good enough then their contract can be bought out by an NBA team or foreign team. Hell, cut out recruiting and have a draft for NCAA teams from all eligible high school seniors.
IMHO, Professional athletics has no place in academic, scientific and research institutions. Every athletics dept bastardizes the mission of the University it serves in exchange for mass marketing.

Yes I am a season ticket holder and 25+ year booster and hypocrite.

But I'd rather we have a Memphis Athletic Club that had a range of semi pro to pro teams in multiple sports that played other clubs. Such an organization could make money charging training fees, marketing fees, admissions fees, concessions, etc... It could pay players who are talented and had a 'big time' future, and it could charge players who are looking to get better fees in exchange for the opportunity to develop. It'll have flaws but this system won't pull our higher learning institutions into the cesspool that class acts like Calipari currently thrive in.
