how can we add to someone's rep on these boards for a positive post? or is that feature disabled?

On the left hand side with the users info click on the users reputation number. That will take you to a page where you can rate the user (positive or negative), plus add a comment as appropriate. I just gave you a positive 3 for asking how to do this.
