Mr. Google doesn't easily come up with an NCAA clear bag policy and a search of the NCAA website for "clear bag policy" yields no NCAA policy on the subject (just a mention in the context of a 2014 March Madness Music Festival).

From what I find, it is that clear bags are becoming the standard, not an NCAA policy.

Likewise I find no NCAA policy that prohibits re-entry to an event.

I have no problem with these policies but do have a problem if the reason given for the policies is less than truthful.

Thoughts?
Maybe the NCAA requires it for certain schools as a test program?

There are a number of schools doing it but in their press releases they state that clear bags are becoming a standard, not that it is an NCAA policy.
I think that every decision should be made at lowest level possible. Most items should be left up to the individual schools, and a few things should be up to the conferences. The NCAA should have no say in security measures at basketball games except for the NCAA tournament.

Like queen, I don't think that I have ever read a press release saying that the clear bag policy is an NCAA policy.

I agree with you, although I have had folks at ETSU tell me these are NCAA policies.
If ETSU officials tell you that just to avoid having to own the decision, I do have a problem with that.

Higher ups or low level staff? If lower level staff, they may have misunderstood the policy.
SEC press release, announcing a clear-bag policy before the 2017 football season:

http://www.secsports.com/article/1896967...ball-games

The SEC press release does not say that it is an NCAA policy, but mentions that some SEC schools started doing it in 2016. It also says that "the NFL has a clear bag policy and some SEC and other Autonomy 5 institutions have previously implemented a clear bag policy. Additionally, some Autonomy 5 institutions do not permit any bags to be brought inside the stadium." (Direct quote from the press release.)
