I'm not as well versed in Net Neutrality as I should be but if I understood right if Spectrum has service in my area and currently they can offer me faster speeds for the same price or slower speeds at a reduced rate, that'd be awesome. But I'm understanding that they have to offer rates and throttle speed because of net neutrality.

Am I missing something?

I disagree. Internet is not running water, sewage, or electricity. You don't need it. It's not a utility, it's a luxury.
So I could make $15/hr sweeping floors at Spectrum. I should check into that.

In the beginning it was very much a luxury. But it has far surpassed that now. It's gotten to the point where you can't even do basic commerce without it.

there are a lot of cities that provide internet access because the big companies won't in areas, so it creates a need for the city to build a fiber network and provide internet access.

Should electricity be considered a utility? Your parents could use candles. When something takes over every facet of our lives. It becomes a utility.

I get your stance, but I'm saying it's not an utility. It's a luxury. If you have enough money for lights or internet, what gets shut off. Hint it's not electricity because you have to have it to power the modem. If it was truly an utility it would be available to everyone. It's not. Electricity, water, even garbage pick up is available to everyone hence they're considered utilities. When every citizen, town, etc can have access to the internet I'll agree. Right now it's not.

And FYI... I can go weeks without the internet. Hell I just did a week in November. Spent the week in the snow bear hunting. Excellent way to detox.
