because it's B-10
From what I'm reading and still not seeing, it's possible Wisky was going to make these guys pay if they didn't show up.

Lots of "they/we gave us/them many options," but the common-sense, definitive one is nowhere.

Concessions might make this look nice, there's still something slightly off about this game and why it still went on.
FIU also played, Fri night in Bir

now why is WISC not being drilled by all the P5 fans [except JR]
like ArkSt

P5 bias. I guarantee to you if it had been Miami @ Notre Dame on prime time on NBC. The game would have occurred. Miami would just have stayed in Chicago the next week practicing before their next game.
Mia-ND would have diversion
Mia-ArkSt was a FB game
they will put ranked teams or P5 team on national TV no matter who they are playing.
and FAU played 9 Wisconsin
FAU needed the guarantee so they played.
FIU needed the win so they moved to Birmingham, without playing Alcorn their odds of being bowl eligible get worse.
Georgia Southern thought they would win so they moved. They were likely going to need a win to get bowl eligible, but they didn't get it.
Miami didn't need the game and didn't the money. Miami is going to be bowl eligible, the defining of their season comes down to winning their division and potentially winning the ACC, because if they can win the ACC they are looking at the playoff, don't win the ACC but come in strong, can play NY6. They can accomplish all of that without playing A-State. They had the least need thus first to cancel.
Lamar did went to North Texas to play. I do not know why the other schools can't play unless it was Prairie View Vs. Texas Southern which both schools' towns been hit by Harvey.
