For example, there is no option for a Masters degree in non-science/math related fields. If it isn't counted, why not put it as a "0" like the others?

Which part of it is nuts? Is it that you wouldn't qualify? The goal is to bring in young, highly educated immigrants who can be self sustaining. It's not a test for citizens who already live here so it shouldn't worry you whether you qualify or not. In fact, I view this proposal and your failing to qualify quite the opposite. I hope that the people applying and receiving citizenship are better than the average American so that we're improving the US, not detracting from its greatness.
