Good question...I'm not sure how the refs are supposed to determine that. That's why I would have let it be a no call.
I'm still curious, though, and I don't have an answer, can you set a legal screen while being out of bounds?
I don't know 100% but I know the rules say you can't go out of bounds voluntarily. That would imply he is not allowed out of bounds, but haven't seen verification on that.
Plenty of teams have two players run the baseline out of bounds after a made basket. They can even pass the ball to each other. They can come in from the field of play. Richmond runs this set continuously.
