There are articles in the WSJ and Guardian where they have sources telling them that the head of the FBI in NY was upset that they didn't go after Hillary and now he's leaking information to Rudy so that they can effect the election.
Comey may have sent the letter in an effort to stop the bleeding before it all came out.
I think he is trying to save the FBI but in effect, he'll be saving Hillary as well since they can't rightfully go after her now.
It was the Russians. Rudy is their NY operative.
