I don't like it. From the sounds of it, they want the seller & manufacturer to be separate to create more jobs. I don't like that idea unless there's some special exception like different kind of expensive cars in which not too many are made anyway due to the market. Can't see why they wouldn't apply an exception with them.
I'm sure those slimy Michigsn car dealers are behind this.
