Then why not just dome it from the beginning?

A "cover" can mean anything from a structural retractable roof to an air supported canvas/plastic one like the Metrodome had - until it collapsed. Putting up one like the latter won't make it an adequate substitute for a real MPF, just a cheaper knock-off which the "sports only" crowd might like. The GA Dome handles over 200 events per year and only a couple dozen or so are sports events. We should learn from the experiences of others, not ignore them.

You may be correct, but I am wondering about B'ham coming on board for a project that might be proposing the use of land it wants to reserve for the MPF which is what the city really needs more than a limited use open air stadium. Perhaps the BJCC authorities can use other land which could make it more palatable to city leaders.

Aside from using words like "is" and "will" and it coming from the BJCC chairman and considering the past history of the BJCC/Stadium issue, that statement was made in regards to getting additional funding to enclose the thing. The proposal presented indicated that it would take an additional $100 million to do it(openly advocated at the presentation by a different suburban BJCC board member). That is the additional funding he's talking about(my take)...

I was curious if a temporary cover could be added for events/conventions. Some college football programs add a temporary bubble cover during certain parts of the year for an indoor practice facility. I wonder if that would be feasible,

Kim Rafferty has made posts in the facebook group saying she doesn't support city funds going towards the stadium.
It would be ironic if, after fighting so long and hard for the suburbs to come aboard, the city is the stumbling block...

If there was a "convention season", such a measure might be more feasible, but conventions happen all through the year, even during sports seasons. That is why the new MPF in Atlanta has been designed for year round use with a retractable roof.

We have seen the GA Dome host two football games (GA State and the special opening season game for major college teams) as well as conventions on other days that same week. Sometimes 2 or 3 conventions are held at the same time dividing up the Dome's floor space according to their needs.

B'ham needs such an MPF to get competitive with what other destination cities are building as we speak. Buildings suited to 1970s competition "won't feed the bulldog" in the 2020s. Keep in mind that the city's financial needs must be met by fees and taxes paid either by visitors or by our own citizens. Police cars, fire trucks, garbage trucks, street lighting and trained / experienced personnel to provide staff for them are not free (and the actual list is much longer).
Have Harbor Freight be the sponsor and use a few thousand of their blue tarps and zip ties... bam, covered stadium.
