Why does Hillary no longer wear skirts? What is she hiding underneath?

She's probably trying to appeal to a certain demographic. There's a certain age of women in their 30-40s who almost never wear dresses or skirts. And she can't wear the minis that the under 35 age group wears. Most of these politicians think very carefully about what they wear.

Cuz she wears the pants in that family.
Same reason Trump doesn't wear a speedo. Nobody wants to see that.

What female politician of any party campaigns normally in a dress or a skirt?

Jan Brewer normally doesn't
Joni Ernst usually is pictured in pants too
Susana Martinez seems to favors skirts

Just a personal choice, I suppose. I'd also note that I rarely see female execs wearing a dress.

A decade ago, I participated in a 'training convention' for a group that wanted to identify LGBT persons that might run for office (or who might be convinced to run for office). They took us to a city, and had us spend a couple of days being taught how to do fundraising, polling, networking, media, messaging, and public presence. I never decided to go the candidate route. I actually wasn't terribly interested in running for office (I suspect they asked me to come along in an attempt to get a big donation). I did, however, find the whole experience fascinating. And the networking was really good.

One of the sessions was on 'how to dress'. They spent about 10 percent of the time on the men (suits or khakis with a conservative shirt - biggest thing for the men - no jeans - even at a county fair), and 90 percent on the women. They said that it wasn't fair, but in order to win you have to visibly look like the role you want to attain. And women have a much harder time of it. Basically, they pretty much said "Do not campaign in a dress", a "skirt with a blazer is okay" and a pant suit with a blazer is always good.

I think the issue is that dress sends the subconscious message of housewife, which is also seen, politically, as passive. Fair? No. But if you're running to win and not to make some sort of sartorial statement, put on a skirt with a blazer or a pant suit.
