He should call on legalization at the federal level. That's his position and if he says it strongly, the Bernie people are too stupid to realize it is still up to the states.

The smarter play would be to make the federal government silent on the issue.
Come out and say states that want to legalize it will get no push back at all from Washington but he will not force states which want it to remain illegal to change their laws.
It's only a matter of time until its legal everywhere if you leave it to the states.

Give it the overarching federal ok and let each state decide for itself. Then put a reasonable tax on it where it is sold legally and establish punishment for misuse (intoxication-related crimes) on par with that of alcohol.
