I think he tried to lay the case out for everyone to clearly see how disgusting and illegal her actions really were, regardless of his recommendation.

Its like he said, "If I have to let her off the hook for political reasons, I'm going to bury her with the FACTS and expose what a liar she is in front of the whole nation first."
