Michael Madigan has pushed through his budget again without any real cost savings (additional $500 million to CPS). There is a $7.5 billion short fall in budget so its not even balanced (state law requires but not adhered to). To cover the short fall, Rauner would have to increase state income tax from 3.75% to 5.5% and this does nothing to deal with the $110 billion dollar pension short fall or the $7 billion dollar short fall in operating account (A/P backlog).

Madigan has pushed it through at last minute, got all the dems (except 6) to vote for it without review. There are no cost savings in his plan.

How much does the CPS get now? That is, what percent increase in money are they getting?

Madigan withdrew the budget. He just increase his original budget. He added things like another $500 million to CPS. Have you ever heard him discuss the budget mess, neither have I. Last time I heard him on WGN, he repeated the same 3 responses to everything.
