I think they can appeal and ask why North Carolina not getting any penalties? It looks like they were giving athletes some extra financial aid for some hard cases to help them. This could be a possible start that FCOAs might be brought down to the D3 levels. Remember, several D3 schools are affiliates to D1 in sports like Hockey, LaX and so forth. This is a strong case for my argument about the 3 divisions should join forces on how to help student athletes. Some of these schools are in locations that the cost of living is very high as the same as FBS schools. The financial aid should reflect on where the schools are at. Should the schools be punish for trying to help students and athletes with more financial aid? Rules do need to be change from all levels so that the schools can help all students out including athletes.
