When Hallman mentioned "county and state support" for the MPF, he was entering hostile territory. So far, Alabama's leadership has shown a willingness for Alabama to become the south's "third world state" rather than change its 19th century cultural outlook toward its largest metropolitan area and its not so financially blessed people throughout the state.

So far this outlook has resulted in losing 2 Congressional seats since 1950 and is projected to lose a third one in 2020. This is while ALL OTHER southern sunbelt states (Texas is projected to gain 3) are gaining seats or remaining the same. I guess it doesn't occur to this state's leadership that as the state loses votes in Congress, it may lose those "3 for 1 federal dollars" to those other states with growing Congressional votes (and growing electoral votes) at Alabama's expense.

You're assuming Gene Hallman wants this project, and UAB Football, to succeed.
Hallman is more interested than parking cars for PBJ than anything UAB related.
I'm assuming that Gene Hallman wants to be on the winning side in B'ham metro area development. This will benefit him personally and the area as well. Even George Washington and Abe Lincoln had personal motives for winning.

Looking out for UAB's interests is not in his job description. If what he does accomplish benefits UAB as well that is an additional benefit. If UAB wants a better athletic venue than Legion Field, that is UAB's responsibility, not the city's or BJCC's job. If the city or the BJCC does provide something better, UAB can enjoy its good fortune and assertively take advantage of it by making the best deal possible.

B'ham and UAB are business partners with each looking out for its own best self interests. Neither is required to sacrifice its well being for the other, but they do mutually benefit when something is good for both.
All this article tells me is that the open air stadium has a good bit of traction. Hallman is trying to save his decades old pet project and he knows an open air stadium built by the BJCC would spell disaster for his hopes of a dome.
Right now, UAB is the BJCC's best hope for increasing revenue for its facilities.
The C-USA basketball tournament is revenue.
Six home games a year at its new stadium is revenue.
Visiting teams and fans staying at its hotels and eating at its restaurants is revenue.
They see money with UAB sports, so they'll beat the drum for UAB sports... it's how this works.
The date on the article is 8-14. The dynamics of Bham have changed have changed drastically in the the last year and the city now sees it's future linked with UAB rather than a snake oil salesman.

I can see that building that smaller venue with its limited seasonal capacity for uses would hamper the building of the greater year round environmentally controlled capacity MPF and permanently put the metro area on the second or third tier (or worse) of cities in attracting businesses, trade shows and conventions, at least for the next half century.

UAB's future is much more directly affected by the state's funding of public schools decided annually in Montgomery. It's football scheduling is more likely to have 5 home games than 6 for the first several seasons. Since instate FCS teams, Troy and USA are the main ones who can be expected to bring numerous fans, the blush from the UAB financial return "rose" may be minimal, especially if those games are played during the week &/or the weather is bad.
