I once lived in Owings Mills, it's a quiet suburb solid middle class. Sadly domestic violence happens everywhere. Given how many times cops had been called to this address they had to know what the suspect, who had a restraining order barring him from the address, was capable of.
Domestic violence cases are one of the most dangerous situations cops can face, not sure why 19 shots were fired, but I suspect the man breaking the law put himself in this situation.

Well there was a guy in Atlanta who called 911 due to someone stabbing his girlfriend. The police broke in without warning. He had a gun in his hand because he thought the guy was returning. The police shot and killed him.
Sometimes it can be hard.
