"Little brother" has his own cash till AND friends outside the "family" willing to enable him creating a chance to prove he can succeed.

"Little brother" has friends ready to put HIM in a VEHICLE LEGALLY with coverage provided from OUTSIDE the IMMEDIATE FAMILY.
