Good luck in finding that person. I know a lot about CAD, and do networking and computers as a hobby, and never as a profession. But, if you are looking for someone to network CAD machines, it is easier looking nationwide. Most of the people locally, with experience, are working, that is what I have seen across the country. It is one of those careers that someone just so happens to fall into, and it is rare.
Looking to fill 2 positions. One CAD Tech and one IT Person. The positions would be somewhat unrelated.

Ah, OK. Sorry, for the misunderstanding. That makes sense. I hope you find someone for both positions. What industry and what CAD system do you use?

I got ya. I am in the mechanical engineering field, and used more like CATIA, UniGraphics, SolidWorks, ProE, etc.

It seems like there are a lot of civil engineering jobs around because I keep seeing needs all over the country for people you are looking for.
