If I'm reading this article correct, anyone transferring who has already exhausted a redshirt year can transfer and get an "extra" year to sit out instead of a hardship waiver. This potentially affects those schools that thrive off of transfers. Obviously some players will transfer down because they don't cut it, but the "I can play without losing a year of eligibility" reason effectively goes away (as long as you're willing to sit the year).
