1 million is less than 1% of the market.
From 2000-2010 users of the 4 major drugs (cocaine/crack, heroin, mary jane, meth) spent 100 billion annually.
That's $2 billion per state if divided evenly. Let's say Memphis is 10% of TN's drug market (conservatively) -- That is $200 million in drugs purchased annually in Memphis.
