Who make this list up? I mean Gonzaga 15 spots ahead of the Tigers with a weak schedule ? Really? UTK 8 spots ahead? Does the selection commitee even look at this?

Look at Iowa-all you need to know they lost 5 of last 6 and were 8th? in Big 10?
It's a formula, almost like a cross between rpi and kenpom. Memphis is good and can win big games, the problem is that we have had plenty of ugly stats. A lot of turnovers, terrible three point shooting, and tend to lose big when we do lose. That's why we are 38th in KenPom. It is amazing that UT is ranked so high in BPI, also they are 13th in Kenpom. Makes no sense to have a team that high that lost to Texas A&M twice, UTEP, NC State, Xavier, Vandy, a mediocre Missouri, and a mediocre Kentucky. That's the way stats works sometimes though, you can inflate your numbers by having a few blowout wins.
Tennessee now is doing what we did at the end of 2012 the year we ran into STL in the first round. If you recall, we smashed, absolutely smashed, teams in our last 7-8 games. I think our average margin of victory was close to 20. That's why we ended up being 8th overall in KenPom (I think that's where we finished) but also an 8th seed.

The BPI takes "injuries" into its calculations. Takes "location" into account as well; Theres that. Not sure about anything else.

Committee evaluates SOS based on expected strength of you schedule. We played OK St twice with full team (top 10), beat #5 ranked Louisville twice, LSU was expected to be tourney team, top 25 RPI team in Gonzaga, 4 games against top 40 or below RPI games in conference and #1 Fla. buy games did hurt but you win those if they are 300 or 125 at home.
Wasn't MEMPHIS ranked in the top 5 of BPI a few years ago and lost to Missouri ... F the BPI

The BPI supports ESPN's company line by fixing the problem of non-National Brand teams with high RPI numbers. It sets things right so that all is well in ESPiN world:

Southern Miss RPI 33 BPI 60
San Diego State RPI 15 BPI 25
North Dakota St RPI 36 BPI 63
Toledo RPI 37 BPI 84
MTSU RPI 58 BPI 94
Belmont RPI 61 BPI 117

And yet ESPN named our OOC schedule the 2nd toughest in the nation in preseason.
I do not know if the Selection Committee uses the BPI (an ESPN creature pushed by ESPN, but my guess is they use something like it as one of many evaluation tools. In the past, we did not obtain a seeding as good as our BPI so perhaps it is not the all powerful metric touted by ESPN.
A formula that encourages teams to run up the score when they have already won the game. The BPI is a BS indicator.

UK @12 should make the creators of the index embarrassed.

Cal's bags were packed at that point. It was obvious in the game. He wanted us to lose so he could start the negotiations.
