Don't know squat about NCAA rules and regs, and frankly, for this exercise, I don't care. In bidness, when the going gets really tough, the tough merge.
Here's the idea:
Create a conference with a footprint that covers a significant portion of the United States from the mid-Atlantic southward to Florida and westward to Texas
Create four distinct divisions within the super conference each promoting traditional in-state and regional rivalries with the added goal of reducing team and fan travel expenses while increasing fan interest and participation
All conference members are encouraged to schedule as many OOC games as possible against regional P-5 teams
Each year each division member is required to play at least 7 conference games, with at least 5 of those being against fellow division members
Each division crowns a champion based on total conference won-loss record with a structured tie-breaking system in place
A total of 3 playoff games (two rounds) decide the overall conference champion
Inter-division opponents for the playoffs are selected by drawing as are host sites
The championship game site is also selected by drawing once the two finalists have advanced
