In the interest of seeing the game we love continue to grow in the 21st century, what changes would you like to see made to CFB and the NFL? Mine are predicated on minimizing concussions as well as giving the defense a few more tools to work with in this offensive slanted era:

1. Max weight limit of 280 lbs.

2. Repeal the Mel Blount Rule (Illegal Use of Hands)

3. No 3 point stance

What suggestions do you have?
More support to knees that won't restrict lateral movement
Helmet eye shield to keep opposing players hands out of face.

Limited substitution. If players have to go both ways, you aren't going to see 350 pounders. And players are less likely to do cheap shots if others can do it back to them.

For college get rid of the ridiculous targeting rule. Review the tape and suspend players AFTER the game if they targeted.
Graduate college before entering the draft.
No tackling with helmets or hitting the ball carrier in the head -- and enforce it.

A player who has sustained a concussion or any blow to the head can't re-enter the game until an M.D. has confirmed that, in his or her medical opinion, the player does not have head trauma and can safely go back into the game. The M.D. then has to log his/her diagnosis in a log book and date and sign it -- i.e., put their medical opinion in writing.

Any time play is stopped because a player can't get up or walk off the field himself, that player has to be medically checked in the locker room and can't re-enter the game for at least 15 minutes (of real time, not game clock time).

Quite the contrary allow HSers or semi pro players into the draft (or the UFL)

1. Max weight limit of 280 for college, 300 for the NFL

2. Institution of a penalty box for NFL and college players who commit flagrant, violent fouls, and that team that lost a player to the penalty box cannot sub that player out until the "football power play" has ended.

3. Give HS and college players (after two years) to go pro. They can be drafted and placed in an NFL D-League if the NFL thinks that they aren't ready for showtime yet.

I really like the idea of #2
Ground can cause a fumble.
Not only would it make the game more interesting,
it would be one less judgment call for the officials.

A kicked/punted ball that enters the end zone after a return man mishandls it,
and sequentially recovered by the receiving team inside that end zone
should result in a safety, not a touch back.
Poor play shouldn't be reward with better field position.

In the NFL I would actually like to see an expanded roster. There was recently a proposal for the NFL to expand to 18 games, but every player would only be allowed to actually play in 16 games. I'm not sure how that would work for QB's but it certainly is a method that could limit injuries.

Before or after the knee/elbow is down?

It wouldn't work for the QB not only for the games he misses but also for his linemen. A QB who depends on a stud LT to keep him off the ground isn't going to be happy about playing two games a year with an LT who often gets beat by massive DLs.
Here are a few I would implement:
  • * College overtime. I like the concept, but they need to star teams at the 50. Starting in FG range is why there are often multiple OT games.

    * Get rid of that stupid "complete the process" BS they have on touchdowns that doesn't apply to a catch anywhere else on the field. The Calvin Johnson rule

    * Stop clock for first downs inside of two minutes to reset the chains (NFL). I just think its unfair when teams are trying to runt he two minute drill when they lose seconds because the refs are two slow. They should do the college rule and stop the clock, then restart it when the ball is live.

    * Likewise, institute the two minute warning in college.

    * Hands to the face (the non-personal foul facemask) should go back to being a 5 yard penalty

    * Change off-setting penalties rule. A 5 yard penalty on one side should not offset a 15 yard penalty on the other side.

    * Fix the drawing offsides penalty. The one where if a defender jumps and the offense "reacts" to it. Not sure how to fix it, but randomly moving when you see the defender jump (and get back) should not be a penalty on the defense.

The problem with this rule is it could only be applied to the defense. If you did this to an offense, the quarterback could get seriously hurt. Thus it is an unfair rule.

In essence, but look at Kevin Everett, and then look at Brett Favre...

Everett played in one game and his NFL career ended.

Favre had 321 consecutive starts.

Make it simple, knee or elbow down is no matter.

Hold onto the ball until the whistle is blown… can't be easier than that.

Problem with that is you create a never ending cycle. The whistle is not to blow until the play is dead. Your rule means the play is never dead.
Oh one more rule tweak: this goes against the protecting players motif, but they need to adjust the QB slide rule. Meaning if the QB breaks into a slide very late, the defense should not be hit with a personal foul penalty if he is already in the tackle process before the QB starts his slide. As it stands now, no matter when he slides, you hit the QB you get a penalty. That was how Jay Cutler got that hit on that safety on Monday Night. The defender pulled up for fear of hitting him and getting a penalty, then Cutler laid into him while he was essentially defenseless.
Oh, I forgot…

Get rid of this half-way to the goal line penaltiy crap.
Apply the full infraction or place the ball on the one-yard-line.

Yeah that's a good rule to implement... There's no loopholes around it either.
