Is ESPN3 a free broadcast?
Yes.
It depends on who your tv provider is. Some like DirectTV don't have an agreement so you can't watch online.

Not entirely correct.

ESPN3 is based on your internet provider, not TV provider. I have Charter internet and DirecTV for TV. Charter as an ISP has an agreement for ESPN3 therefore I can watch ESPN3. (additionally, in the past anyone connecting from a .EDU connection could get ESPN3, don't know if they still do that, but if they do, you can watch on any university campus).

The TV agreements relate to being able to see ESPN/ESPN2 online. For ESPN/ESPN2 online streaming, which they call "WatchESPN" your *TV* provider must have an agreement, which for example DirecTV does not.

Confusing it even further is the fact that you watch ESPN3 through the same website or app as WatchESPN, but if you have access to ESPN3 and not the others online you'll still be OK, it'll just block out only what you don't have access to.

There isn't such a thing as a stupid question! If your internet provider doesn't let you use espn3 then use firstrow

My daddy expressed a similar sentiment, there are no stupid questions. However, there are many inquisitive idiots.
