Delany on expansion: ‘Dead is a strong word’

In the Comments section: "If anyone thinks the ACC’s Grant of Rights is even the slightest bit legal, you are delusional. Under PA law, Pitt almost certainly doesn’t have the power to give away that right. Only the legislature has that right. My guess is it doesn’t apply to most, if not all public schools in the ACC."h

They effectively do a grant of rights every time they sign a TV contract. I'm not sure that's much of a legal leg to stand on. The publics ussually have to get permission to change conferences, however, I don't think they need legislative approval for TV agreements--which is all a grant of rights is.
