The Fiesta Bowl has the last pick this year as the Orange did last year. So yes if the top ranked non-AQ (not to be confused with G05) is the conference champion and ranked 12th or higher OR if like last year a non-AQ team is ranked 16-13 but a AQ conference champion is ranked below that non-AQ conference champion...THEN that team will most likely go to the Fiesta Bowl.
One other thing is the AAC champ is still an AQ for BCS bid this year.
Next year they will be part of the G05 with the MAC, CUSA, MWC and Sun Belt.

And even if NIU pulled off the unlikely and beat Iowa and Purdue, if Boise beats Washington in the opening week, you can pretty much pencil Boise into the Fiesta, they have an excessively soft schedule, they wont lose a game if they beat Washington.

NIU has beaten 3 or 4 teams Big 10 all time right? Granted the record is not representative because most of the games have been played @ Big 10 venues, but still NIU would have to win 2 games @ Big 10 schools in one year. It is highly unlikely. Purdue and Iowa while not Big 10 elite are both solid teams this year.
