Does Liberty's budget include scholarships? If so, then there's a large part of the discrepancy right there (due to the differences in tuition).
I'd rather see strictly the operating budgets.
It does. A full is worth 29,400 or so. Go ahead and crunch the numbers. The football budget includes 1.8 million for 63 scholarships.

The $29,400 is low, but regardless, the cost of tuition at Liberty is still much higher than the rest of the SBC schools, which skews your overall athletic budget.
If you really want to accurately compare the athletic budgets, you need to look at the operating budgets for each.

Go ahead and add it up. I rounded to 29,400. Looks like I was actually high.
I've been around the block more than once and one thing I know is that looking at a number means little without context.
Just for fun I once plugged ULM's budget into one of those calculators that compares cost of living. Adjusted for cost of living ULM's budget is nearly identical to San Jose State's budget. Hugh Freeze who left SJSU to be OC at ASU told reporters that he got a big raise when ASU matched his salary because the cost of a place to live was so much less. In fact he moved into a newer larger house for less money. I doubt you can hire a clerical staff at Stanford for what is considered good pay in Troy, Alabama.
The cost of scholarships is a notable difference but no matter where you are you have to offer at least 200 grants to be FBS. 200 at ASU is about $3 million at a private, easily $6 million.
School A and School B might have identical arenas that cost the same amount but accounting rules in A's state might require athletics be billed hundreds of thousands of dollars in rent while B pays a nominal sum. A friend who was at Temple told me the Owls athletic department was billed 4X more for their arena than ASU yet at the time ASU was fighting for an accounting change because at the time athletics was billed so much more than other Sun Belt schools (now billed the actual cost set-up / take down).
School A might be billed rent for buildings and it is all inclusive others just the actual cost of utilities and light bulbs and toliet paper.
When ASU built a nice wrought iron fence around the stadium athletics was billed nearly double what a private contractor would have cost even though the actual cost to the school was less than what the contractor would have billed because it all goes back to how the university bills for use of resources.
Because of state accounting rules part of the cost of sports information is deemed part of university news services and isn't carried on the athletic budget. Part of the booster club is deemed part of the university foundation and isn't carried on the athletic budget. Part of sports medicine is carried on an academic budget because of the education element in teaching trainers, part is billed to university health services because it is deemed part health services. It makes the auditors happy and it understates the athletic budget vs schools that aren't working under our state accounting rules.
