He's saying as was implied in the question, that the states could use the FEMA money more effectively. When you send a buck to D.C. a significant amount of it is used up in administrative redtape. Not so much at the state level, not to mention that the state can target where those funds need to go better than some pin head in Washington.

State governments aren't any more efficient, in fact they're duller tools. That's a huge misnomer, if they want to send it to the private sector, it's be contract driven and having up close and personal experience with that, it's no better either.
Soon the Jersey and NY government are going to be asking for Federal Money no qualms, including your vaunted Chris Christie.
FEMA is one mission that should be executed at the Federal level to help the country.
