Sad, heartbreaking story.
In my opinion, bullies receive encouragement from their actions and not enough punitive or corrective feedback. And they emulate others, including adults.
Society seems more divisive and demonizing. It's more about one upsmanship and demeaning others. Heck, politicians and Hollywood mock and deride each other. It's irrational to think that undeveloped minds are not impressionable. Certainly there is a certain lack of information and guidance as well regarding how to respond and absorb undeserved abuse.
