Anyone else notice this? They are below my butt in the second deck! 30 foot drop or so from there. I thought 3ft was code for a railing.
I wondered the same questioned when it was opened to the public for tours. I was told they were regulation heights

They're not selling enough tickets to need the upper deck anyway.
Have you ever sat in the upper deck at a Cleveland Indians game? The railings are just as low.

Wow, just found that 26" is code height! I believe residential is 36". At 26", that means approx 2/3 of a male body is above the railing and more than 2/3 of total body weight. It is probably this low so people in the first row can see over it when sitting down.
